The last 8.23 ​​update for Ezreal was full of good news. Not only did he get an indirect boost through Thief activating up to two times in the 2019 Pre-Season. Lissandra

However, it seems that Lissandra’s rise has come from many directions. Lissandra’s strength is part, but another big part is that her opponents still don’t really understand the mechanics of the Frozen Slaves. They underestimated the amount of slows from these ice phantoms.

That’s not very good, so in the near future Riot will test that the victim only suffers from one of the two effects of the Frozen Slave. One is slow or damage, the other is nerf both. Besides, the stats also show that: Lissandra mid/top lane is much more effective than support Lissandra. This is a positive signal, at least Lissandra’s damage is not too weak or control is not too strong.

Karthus

Karthus is benefiting through Outer Turret changes that make the laning phase significantly longer. Thereby, Karthus can complete his large equipment quite peacefully. This is very good because the early game is the weakest period of the Deathly Ruan.

Taliyah

Taliyah in the jungle is a character with a significant nerf in patch 8.23. The Stone Witch has been dealt a blow by Riot to her ability to clear the jungle, while what makes up for it seems to be only for Taliyah… mid lane.
