To bring any Legendary into Tier 1 also requires very careful evaluation, as these are must-have cards. Any card in Tier 1 is either in a particular deck type that is very strong compared to the rest, or used extremely commonly in many different strong decks. Good examples from The Witchwood expansion are Baku the Mooneater and Genn Greymane, two Legendaries that have been successfully used in many decks of many different classes.
While the meta is still highly variable, any of the cards below can quickly become outdated. Therefore, it makes more sense to wait a few weeks until the meta is stable than crafting them right away.
