In patch 8.4 (some of the following changes have just been added):

  • Increase the power of super buffs so that teams can compete more fiercely.   • Delayed the time allowed to use Stopwatch, increased to 10 minutes from the current 6 minutes. As a result, there will be a period of time where champions have their ultimate but Stopwatch can’t use it. We think Stopwatch is being blamed for sluggish gameplay in many cases, but the real reason lies in many other factors. However, Stopwatch is certainly part of the cause, and we don’t think the effect of Stopwatch should have too much of an impact on the game like that.

This change is exactly like what player Roccat Memento predicted, that the game will have an increased tempo, making the game more “killing”. The change will be made by buffing the powers of Baron and Ancient Dragon, so that they have a greater influence on matches.
