Earlier this year, the Belgian Gambling Commission named FIFA as one of only three games (along with Overwatch and CS:GO) with a loot box system in violation of Belgian gambling laws. Perhaps due to concerns about this, Electronic Arts said that they will announce the opening rate of the FIFA Ultimate pack in FIFA 19.
“With Ultimate Team, when you buy a pack, you know what you’re going to get. You’ll definitely get items that are guaranteed to appear in the loot – and we’ll start attaching loot box opening information to let you know what’s the odds of you getting what you want,” EA Vice President Sports is Daryl Holt said. “This will be in the 2019 part of the game. At least you will know what your odds of getting an X, Y, Z are.”
Holt doesn’t specify what X, Y, Z are or what the unlock rate will be displayed – ie the rate of getting players or items. In the current system, packs are divided into many categories (Bronze, Silver, Gold etc) with many different items, but things are quite vague. Take, for example, a Gold Pack consisting of a “mix of 12 items, including players and items, at least 10 Gold with 1 Rare,”.
Either way, Holt says Ultimate Team packs in FIFA are different from games like Star Wars Battlefront 2, because Ultimate Team is a more skill-based game mode: “You can own the team to be beaten. higher prices in FIFA Ultimate Team but can still be beaten by lower opponents.” He also defended the loot box, which EA has repeatedly stated that it is not a form of gambling.
“We don’t believe our structures are related to gambling, because these packs have no monetary value,” he said. “And besides, I know what to expect when I open the pack.”
We will soon find out what the game’s pack opening rate is soon as FIFA 19 is scheduled to release to everyone on September 19.
