Bethesda says the patch addresses an issue reflected by some PC players, where mouse-based camera movements can lead to the phenomenon picture jerking. Bethesda added that stuttering also occurs due to frame rate high on PC and this cause will be addressed in the future as they have gathered more information.
Although the game received positive feedback, some negative reviews on Steam refers to the phenomenon of image stuttering during gameplay. Various theories have been put forward as to the cause of the stutter, from Denuvo DRM to write-memory access errors. Digital Foundry’s latest video on the subject shows that the problem lies in the mouse movement.
According to Digital Foundry, the stutter is simply the result of camera movement stopping every 14 frames when playing with the mouse at 120 fps. The GPU or CPU doesn’t have a problem with high frame rates, which is caused by camera animations. If you change the frame rate to 100 fps, the camera will speed it up for one frame, inadvertently adding an unwanted gap to mouse movement. Monitors with refresh rates with G-Sync or FreeSync technology also experience stuttering.
Digital Foundry also discovered a rarer problem. That is when loading a new map, after 600 frames, an extra frame will appear and cause image stutter. Players can fix this by restarting the game or switching to a new map.
